The need to install cash register equipment

Legal entities and individual entrepreneurs, when selling goods, performing work, rendering services, accept cash and (or) bank payment cards using cash equipment, models (modifications) of which are included in the State Register, and (or) payment terminals, automatic electronic devices , vending machines. The State Register is maintained by the State Committee for Standardization.

When using cash register equipment, the seller is obliged to install it in places accessible for the buyer to visually view the information of the consumer indicator of the cash register equipment (if any), displaying the amount of money spent on the cash register equipment.

The exception is cash equipment used in public catering facilities, the technological regulations of which provide for customer service at a table, as well as cash equipment built into automatic electronic devices, vending machines. Cash register equipment that does not have a consumer indicator is installed in such a way as to provide a visual view of the cash register equipment itself.

Cash register equipment is used by legal entities and individual entrepreneurs after registration with the tax authority.

Cash equipment is subject to registration with the Inspectorate of the Ministry of Taxes and Tax Collection prior to its use and subject to the installation of controls on it in the manner prescribed by law. 

List of documents for registration

Registration of cash equipment (with the exception of cash equipment with an established means of control of tax authorities) is carried out by the tax authority at the place of registration of the payer within 5 working days free of charge. To register you need:

  • a written statement indicating the model (modification), the number of cash register equipment to be registered, and the address of the point of its installation;
  • operational documentation (passport (form) for cash equipment
  • contract for the maintenance and repair of cash equipment (with the exception of special computer systems, maintenance and repair of which are carried out by the manufacturer of special computer systems or a legal entity using them)
  • an act of taking readings of control and accumulating cash meters with the attachment of a report (cash register receipt) with readings of the summing cash meter for each cash register.

An administrative decision on registering cash register equipment is drawn up by putting on the first sheet of the passport cover (form) on the cash register equipment a mark on registration of cash register equipment, certified by the signature of the head (deputy head) of the Ministry of Taxation and the official seal of the Inspectorate of the Ministry of Taxes and Tax Collection, indicating the date of certification. 

Important points after registration

The reason for refusing an individual entrepreneur to register cash register equipment is that the individual entrepreneur does not have a current (settlement) bank account.

In case of registration of cash register equipment, the organization is notified of the adopted administrative decision on registration of cash register equipment and of the possibility of obtaining operational documentation for cash register equipment, contracts for maintenance and repair of cash equipment in the manner and terms.

In the event of a change in the installation address of cash equipment (except for cash equipment used in transport, in distribution trade and the implementation of trade according to samples with delivery of goods to the home or other agreed place), the organization no later than 5 working days from the day following the day of change of the installation address cash equipment, submits to the inspectorate of the Ministry of Taxes and Tax Collection information about cash equipment, information about which has changed, indicating the new address of its installation.

When an organization is deregistered in one inspection of the Ministry of Taxes and Tax Collection and registration in another inspection, cash register equipment is considered registered with the Inspectorate of the Ministry of Taxes and Tax Collection at the new location of the legal entity (place of residence of an individual entrepreneur) from the date the organization was deregistered in the initial inspection of the Ministry of Taxes and Tax Collection.

Cash equipment issued for replacement by the center for maintenance and repair of cash equipment during the repair of out-of-order cash equipment must be registered with the Inspectorate of the Ministry of Taxation at the place of registration of the CTS.
