For legal entities (large buildings) - there is a separate article

1. Construction works and activities - list

It is necessary to decide what kind of work can be considered construction, because this affects what documents you need.

Construction activities (construction) - activities for the construction, reconstruction, repair, restoration, improvement of the facility, demolition, conservation of an unfinished facility, including the implementation of organizational and technical measures, including the provision of engineering services in construction, preparation of permits and design documentation, implementation construction and installation, commissioning works.

This definition is normatively enshrined in legislation. But the ideal situation would be to have at hand a table in which a list of construction works would be given.

Fortunately, the list of works (and services) related to construction activities was approved by the Resolution of the Ministry of Architecture and Construction of the Republic of Belarus dated May 10, 2011 No. 17.

2. Implementation of IP construction and repair work on the orders of individuals

Finishing works are currently very popular among the population. This issue is relevant both for citizens who have just purchased housing and are planning to carry out repairs in it, and for those who have decided to update existing repairs in their housing.

It is worth remembering that finishing work is related to construction activities. When finishing work is performed, a construction contract is concluded between the customer and the contractor.

As a general rule, the following documents may be needed to carry out construction activities:

  • qualification certificates for employees;
  • OSHMS (Occupational Safety Management System);
  • assessment of the production control system (in short - SPK) - is drawn up by a certificate of technical competence of the SPK;
  • certificates for work;
  • certification of compliance of the organization, individual entrepreneur.

Contrary to the general rule, for individual entrepreneurswho plan to execute construction and finishing works for individuals, there are some features:

  • There is no need to obtain a qualification certificate;
  • No OSMS needed;
  • You do not need to obtain a certificate of technical competence of the SPK;
  • No need to obtain certificates of conformity for the performance of work
  • There is no need to obtain a certificate of conformity if an individual entrepreneur performs work, provides services in the field of construction within the framework of current repairs or at objects of the fifth class of complexity.
